Battlespace Management
Introduction In line with JAPCC’s 2008 Capstone theme “Air’s contribution to Battlespace Management,” JAPCC will host on the 12th of June 2008 an one-day Air Forum on the subject of NATO Battlespace Management (BSM). An Air Forum on BSM is timely considering the important ongoing work within NATO on Bi-SC AIS Air C2IS, ACCS, NATO COP, JTST, and others. All these activities contribute to improving NATO’s Battlespace Management capability – effective C2, effective Intel and effective engagement.
NATO has definitions for terms such as Battlespace, Battlespace Awareness and Intelligent Preparation of the Battlespace, but not for Battlespace Management (BSM). If BSM is the dynamic synchronization (planning and monitoring) of all battlespace activities, both military and non-military, where is it presently taking place? Why are Air/Land/Maritime/Space/SOF activities in any theatre of operations mostly deconflicted procedurally by means of coordination cells and/or liaison officers? Should BSM be incorporated into NATO doctrine and planning processes to support an EBAO? And how does the BI-SC Air C2IS and/or development of a NATO Common Operating Picture contribute to Joint and integrated Battlespace Management? These could be the “lead questions” to be discussed by the Air forum. The aims of the Air forum are to support the BI-SC AIS Air C2IS program, to initiate the development of NATO BSM doctrine and to exchange information and ideas relating to Joint Air Power with the participating audience.
