AIR BASING STRATEGY FOR EXPEDITIONARY OPERATIONS WITHIN THE COMPREHENSIVE APPROACH

The advantages of the multi-dimensional Comprehensive Approach (CA) to planning and conducting NATO operations are now well recognised, and the development of NATO’s CA seems set to continue.  A key feature of this is the contribution by military forces to the creation of an environment that facilitates the development of economic activity and a return to full civil governance. The aim of this project is to write a concept paper identifying and articulating those factors to be considered in introducing the CA in planning and establishing airbases in a theatre of operation, making an optimal compromise between military operations, support to humanitarian aid and to rehabilitation and reconstruction of the local airports. The initial draft will be available beginning March 2010 and the concept paper will be published in June 2010.

Enhancing NATO PR Interoperability

Personnel Recovery is the sum of military, diplomatic and civil efforts to effect the recovery and reintegration of isolated personnel. The term ‘Isolated Personnel’ refers to personnel separated from their unit or organisation and requiring recovery, including personnel held against their will. The object of this project is to act as a portal for information regarding Personnel Recovery (PR). This will include information on all PR related activities that we are aware of and will present documentation under development as well as completed products. The aim of this is to facilitate and enhance interoperability and thus effectiveness and efficiency in the field of PR.


ENHANCING NATO AAR INTEROPERABILITY
The project will serve the transformation of joint air power and meet the strategic-level requirements of HQ SACT. The JAPCC AAR Co-ordination Cell ist the focal point for Alliance air-to-air refuelling strateic issues and is the best suited to develop this vision. No other entity in the NCS/NFS is working on any of these products.
