Project NATO Air C4ISR Roadmap
This project was initiated by Director JAPCC who required a comprehensive description of the current situation and a perspective for the way to go ahead in the NATO Air C4ISR arena.
The project is set up to
- create a vision statement
- identify the methodology to transform the vision into a roadmap
- develop the NATO Air C4ISR Roadmap itself
With this project four focus areas are to be addressed
- Global Network Connectivity
- Command and Control
- Synchronized and Fused Intelligence
- Network Enabled Force
The main areas of need to improve the current situation were identified as
- Integration
The fusing of human and technical domains, standards and proedures as well as training and education. - Interoperability
The ability of data dissemination and sharing between the C4ISR systems. - Leadership
The human dimension. Right now, NATO requires a change in culture, attitude and mindset (from stove piped national to integrated network thinking within a coalition) in order to start thinking network-centric. - Partnership
With nations and coalition partners is fundamental to achieve coordinated improvement. In addition partnership with industry is essential to go for available solutions which are proven technology outside the military.
Status of the Project
After a vast and deep research, the C4ISR project team formed a clear picture of the current situation in Air C2, CIS and ISR NATO and National systems. The team also recorded all the relevant ongoing major projects in NATO and Nations that will reshape the picture in future time. The timelines of the projects were placed on the same timetable providing a description of the future picture in near, mid and far terms. A comprehensive briefing has been also developed that includes all the collected data, the identified shortfalls, conclusions and recommendations.
